During the last years of Qing Dynasty, the people are made destitute by civil disturbance and foreign aggression. Wang Fu, a hero from far and wide competes in martial arts contests, with a view to overthrowing the Qing Dynasty and wiping out the foreign aggressors. However, Gang Yi, the Minister of Justice, disapproves and sends his henchmen to interrupt the contests. As a result, fighting breaks out. Wang flees and happens to meet up with a reformist leader Tan Sitting, who learns Kung Fu from him. He then begins to learn about Tan's reformism and decides to follow Tan in struggling for the new political system. After the failure of reformism, Emperor Guangxu is imprisoned. Commissioned by Tan, QWang and his brothers steal into the Forbuyden City to rescue the Emperor at night, but fail. Later, when Tan is arrested Wang leads his brothers to try to save Tan. However, the six heroes including Tan are killed at Caishikou before they even reach the execution ground. Bitter and raging, Wang carries Tan's corpes out and escorts his funeral carriage away.
